The Lake County Planning, Building and Development Department denied a local businessman a business license due to location and types of products to be sold at his store.
The business owner was planning on opening a “head shop” or a store that sells pipes and bongs used for smoking tobacco and marijuana. However these items were considered to be drug paraphernalia. Lake County board members argued that since the Drug Paraphernalia Control Act prohibits the sale of bowls, water pipes and bongs, they could not issue a business license.
