The Wisconsin State Assembly will start working on puppy mill legislation this week. The new proposal will require breeders who sell more than 25 dogs a year to be licensed. The new legislation will also provide the state with more ability to investigate breeders before issuing a license and suspend or revoke a license if violations are discovered.
