Cape Girardeau city officials are considering new ways to apply for a business and/or liquor license. The new process will require license applications to list all individuals or legal entities with more than 20 percent ownership. Under the new change the city will be able to determine if any of the partial owners owe the city any unpaid taxes, utility bills or other fees.
