Charitable donation collection boxes have been popping up in parking lots and street corners all around the country. Charities and for profit organizations should be sure to check with the local zoning office to make sure the donation boxes are allowed.
In Madison, Wisconsin donation boxes do not currently need a permit, but organizations must receive permission from the city Traffic Engineer and Zoning Administrator to place collection boxes in parking lots. The city has identified 34 collection bins that have been placed in the city illegally. No action has been taken on the illegal bins, however the city is currently considering a revision to the zoning ordinance that bans certain bins or requires them to apply for a permit.
