Police Called To Kids Bake Sale Operating Without Permit

Sometimes we see stories where it appears that local license and permit regulations are being taken too far.  Recently a Town of New Castle, NY Councilman called the cops on a bake sale operating in the town without a permit.  The bake sale was being run by two 13 year old boys.  The boys were selling cupcakes, cookies, brownies and rice krispie treats in a park.  According to the mother of one of the boys they are both good kids and were just trying to earn some money in the absence of other odd jobs.

The councilman who reported the boys to the police does not regret his decision and believes that permitting rules should be followed.  However, he now believes that calling the police on the boys may have been overkill.

Similar stories have popped up recently relating to lemonade stands and bake sales run by kids trying to make a little extra money.  Should license and permit requirements really be applied in these cases?  Licensing regulations are difficult to figure out as it is, but asking a child to know when a business license is required is a little much.
