Franchisee seeks transfer of business licenses

A franchisee who holds 43 business licenses for his horse and carriage business is seeking to transfer nine of his permits to another company after changes to a city ordinance.

Beginning June 1, St. Augustine, Fla., will limit the number of  individual franchises to 15, leading Avalon Carriage Company owner Murphy McDaniel to ask for the transfer to CB Hinson ahead of the deadline.

Opposing the ordinance, which Mr. McDaniel claims limits his monopoly on the city’s carriage industry, he told the St. Augustine Record: “The whole point of this ordinance is to destroy my business.

“The city is trying to make it impossible for me to pay my bills. Transferring these licenses to CB Hinson would be a possible way of mitigating damage.”

However, city officials claim that Mr. McDaniel’s request was made two days later than the deadline for placing it on the city commissioner’s agenda and therefore may not be granted.
