The proposal the council is considering would waive business license fees for one year for new businesses and give a 50% discount in the second year. City attorney Ken Gaines believes the plan would be unconstitutional because it would treat new business differently than existing businesses. In a memo to council members Gaines suggested that a better approach would be to reduce fees for all business in a given category, such as retail businesses.

There are currently at least six bills before the Alabama Legislature focusing on employers who hire illegal workers. Some of the bills focus on certain counties, while others would cover the whole state. All of the bills have a similar penalty.
